While Oliver Cromwell didn’t invent taxi cabs, his government regulated hackney carriages in 1654, the earliest form of taxis, in London, establishing an early form of regulation for the industry. 

The Fellowship of Master Hackney Carriage was created by an act of Parliament in 1654.
